Thing that Make Me go Hum ~1

So in the bathrooms at work are two roll toilet paper dispensers.

When maintenance fills them most of the time when there is still a little toilet paper left on the roll. (wouldn’t want to run out, now would we),

They leave the roll on top of the dispenser. Hey at one time toilet paper was a hot commodity (think Covid). Don’t want to waist it.

The other day when I went in there was an empty cardboard roll on top of the dispenser. I cocked my head at it and thought seriously. You have the worthwhile to finish up the roll, but you can’t throw out the empty container????

Who does that……..? And why would they do it?????
